Miyuki and Kaguya argue over whether to visit the mountains or the ocean when Chika wants to go on a summer trip for the student council. To test his knowledge of Miyuki’s preferences, Kaguya challenges her to a game of 20 questions. Kaguya must travel on foot to school. Miyuki makes an effort to dissuade Kaguya from leaving without confessing after she receives a love letter. While drinking coffee, the cups are accidentally switched, which makes Miyuki question the potential consequences of an indirect kiss. The council engages in an illegal word game. Because Kaguya is hesitant to text Miyuki, her assistant Ai has her call him instead. Miyuki learns he speaks French the least well among the Japanese student council members at the event with the French high school student council, so he makes a concerted effort to act as though he understands what is happening.

Miyuki and Kaguya attempt to persuade one another to request to share an umbrella. Chika and Kaguya are reading an explicit shojo manga comic. Chika mentors Miyuki after he finds he can’t play volleyball to support a school club. Yu Ishigami, the student council’s treasurer, is worried that Kaguya would kill him and wants to resign from the organization. Kaguya asks Ai to paint her nails so she can draw Miyuki’s attention. When Kashiwagi’s boyfriend asks Miyuki for advice on holding hands, Chika and Kaguya step in once more. Yu and Miyuki discuss bookkeeping and whether to increase club dues. In an effort to divert Chika and the others from entering the student council chamber, Ai modifies Miyuki’s coffee so that he falls asleep next to Kaguya. Kaguya and Miyuki haven’t spoken to one another after a half-month of summer vacation; they visit the student council room but are minutes apart. Kaguya is prevented from attending the summer celebration with fireworks when she misses her buying window because she was called to see her father. Before Miyuki finds her and they are able to view fireworks from another event, she manages to escape the estate but misses the fireworks display. In the council room, Miyuki and Kaguya behave like passing aeroplanes as they become humiliated by their encounters. Miyuki makes an attempt to predict which elective course Kaguya will select. While visiting Miyuki, Nagisa’s boyfriend seemed to be more interested in boasting about their relationship. Miyuki receives instruction from Chika on how to gut and fillet a fish. Miyuki’s birthday is coming up, but Kaguya wants to wait until the student council brings it up. For Miyuki’s birthday, Kaguya purchases an exquisite cake, but she is undecided about what to do with it. Miyuki muses about the ramifications of Kaguya’s birthday celebrations being limited to just him. Yu receives instruction from Kaguya in order to pass his exams. Playing a specially created game from Chika’s board is the student council. The student council disbands for the semester as they reflect on their activities. Before Miyuki informs Kaguya that he will be re-running for student council president, Kaguya muses over how to approach him with honorifics. The other students view Miyuki’s request to urge Kaguya to give the endorsement speech for his reelection campaign as an opportunity to make a confession. For art class, Kaguya and Miyuki draw each other. Kaguya finds Miyuki’s appearance to be unfatigued. She asks Nagisa if her conflicting emotions could be a sign of true love. Miko Ino, the other candidate, confronts Miyuki and criticizes her for not campaigning. Miko rejects Kaguya’s attempts to convince him to postpone running for president.

Miko is invited to join the student council after Miyuki eventually wins the election, though by a considerably narrower margin. Kaguya, who passed out after seeing the election results, is concerned about being chosen for the student council. Kaguya offers Miyuki a hand massage after discussing with Ai how physical contact encourages the release of hormones that keep men faithful. When Miyuki and the student council learn the truth about Yu’s predicament, they decide to stand by him. Yu completes the relay race’s anchor leg. The student council holds a competition in which they select who inflates the balloon without popping it. In an effort to determine whether she likes Kaguya as more than just a friend, Miyuki starts to flatter him more. Miyuki receives an invitation from his peers to attend a cross-school event at a karaoke bar, but when it appears to be more of a group date, Kaguya sends Ai to “chaperone” him (keep him away from potential romantic interests). However, when Ai warns Kaguya that she might exploit the situation by spending time alone with Miyuki, Kaguya rushes to try to stop her. Yu accidentally overhears Maki accompanying the boyfriend to help him, but she has emotions for him and tells Miyuki and Yu about it. Chika asks the student council to participate in a 10-yen game where participants can cast secret ballots in response to questions.

Kaguya refuses to pose for the principal’s photos of the student council unless she sees Miyuki and Chika acting like a couple. She regrets having lost all of her photos despite having purchased a replacement, but Chika and the others help her by creating a message group where they can all exchange their pictures. Kaguya hasn’t figured out how her smartphone’s read notifications work, Ai realizes. Miko and Yu are trying to get along better, so Miyuki and Kobachi are trying to figure out why that is. The student council agrees to take a break to study for their upcoming round of examinations, despite lying about their motivations. To express his opinion to Ai about her identity, Miyuki begs Chika to teach him how to become a better rapper. In front of Ai, Chika, and Kaguya, he performs this. Maki expresses her regret at watching Nagisa and her boyfriend becoming closer to Miyuki and Yu. After discussing how happy they are that a manga is receiving an anime adaptation, Yu and Miyuki continue. Kaguya declines Miyuki’s invitation to accompany him to a nearby school festival but later regrets it because she lost the opportunity to go on a date with him. Miyuki is hesitant to answer Kayuga’s question, so they both consult their student council members for advice.

Miyuki wonders if he lacks sex appeal and asks Miko and then Chika what they think of him as a man and as a potential love interest after Chika advises him to look at himself more objectively. Miko and Yu join the committee for the cultural festival. Interviews with members of each club are conducted by Media Club members Erika and Karen. Kei finds her brother’s attire revolting. Kaguya confesses to Ai that she likes Miyuki after Tsubame tells her the story behind the festival’s heart gift. In a flashback chapter, Miyuki is a first-year student being accepted into the student council and first encountering Kaguya. After learning about Kobachi Osaragi’s dating status during the school festival, Kaguya, who is debating whether to confess to Miyuki, urges Yu to tell Tsubame. While Maki counsels Yu on approaching Tsubame, her perspective is clouded by her own experience with Nagisa and Tsubasa. Separately, Chika and Kaguya make an effort to stop Moeha from falling in love with Miyuki. Chika and Miyuki discuss Yu’s prospects for success. Detective Chika leaves to look into who stole the festival balloons that were in the shape of hearts. Tsubame listens to her as she muses over how to reject Yu’s confession without offending him. Kaguya and Miyuki have their love fortunes read. The other people appear to almost destroy their time together but are quickly dismissed.

At some point, Miyuki informs Kaguya that he has been accepted to Stanford and will be studying abroad. Ai and Kaguya discuss Miyuki’s plans to attend Stanford and devise a strategy for Kaguya to confess to Miyuki during the festival’s nighttime activity. Kaguya informs Ai that she is aware that Miyuki planned this, including leading Chika astray as she continues to look for evidence. He is discovered by Kaguya at the top of the clock tower.
